Who are we assuming that we are talking to at the vendor? Meaning, many times I'm talking to someone who I feel like doesn't even know what I'm talking about. Or they just hold info and don't actually make any of the decisions ... thoughts?

When you call you need to make clear your purpose and get to the right person by saying something like -
"Hi, I'm a retailer and would like to talk to someone at [name of biz] about buying products at wholesale. Who can I talk to about setting up an account?"
If the person they send you to seems to not understand you need to dig to find out why?
"How do retailers typically get product from you?" "Who do they typically deal with" etc.
A manufacturer is dependent on making sales to retailers so if there's confusion its usually because -
1. You're talking to the wrong person
2. They only deal with a couple (usually huge) retailers and that's when the techniques in the video are important.
